What is a comprehensive plan?
A comprehensive plan is a long-range planning document that guides the city’s future growth and development, its priorities, and its services.
It is a road map that helps us visualize where we want to go as a community and how we get there. Your input in the comprehensive planning process is ESSENTIAL in determining the destination — the vision — for the City of Newton.

PUBLIC SURVEY
As part of this process, a statistically valid survey has been conducted to gather input from residents. A random sample of households were selected to participate. Selected households received a paper survey by mail, along with a prepaid return envelope for easy submission.
Additionally, an online version of the survey was available, giving participants the flexibility to respond in the format they prefer.
Why does this matter?
The comprehensive plan will be the guide for Newton's growth, development, and improvement over the next 10 years. Comprehensive planning is an intentional process that studies what a city is currently like, and most importantly, casts a detailed vision for how residents want their community to look like, feel like, and function in the future. This process is critical to ensure Newton continues to thrive.

UPDATING! Review the Current Comprehensive Plan
ReNewton Comprehensive Plan was adopted in 2010. This process supports a renewed public engagement process to update the document and ensure policies align with community consensus.
2025 Community Survey Findings Report
ETC Institute administered a community survey for the City of Newton in September 2025. The survey was conducted as part of the City’s effort to gather resident opinions and feedback on programs and services. The results of the survey will be used to help the City focus on future growth, especially land use, infrastructure, transportation, housing, and urban design. This is the first community survey ETC Institute has conducted for the City of Newton.
